Project Management Framework

Applying project management knowledge, processes, skills, tools, and techniques can significantly improve effectiveness and efficiency in achieving project goals. Formal project management is increasingly accepted across all industries. To maximize the success of its projects, the Bureau of Reclamation (Reclamation) is committed to implementing effective project management principles at all levels and in all disciplines, ranging from planning to construction as well as human resources, acquisitions, and Information Technology. It is Reclamation’s goal to improve the way it accomplishes its work.

The competent project manager seeks to progressively mature in areas of Knowledge (credentials and certifications), Performance (as defined through project results), Quality Assurance (including quality control, peer review), and Personal Competencies (soft skills such as leadership or building high performing teams) through continuous improvement in the forms of training, self-learning, and practical experience.

The Project Management Guidebook (PM Guidebook) and Reclamation Manual Directives and Standards, CMP 07-01 Project Management, are intended to address project management for all types of projects. They specifically focus on providing scalable requirements for projects where each office retains discretion. In certain cases, project management processes are mandated by U.S. Department of the Interior or governmental policy. The PM Guidebook and CMP 07-01 do not supersede any of the mandated processes but provide guidance for those areas in which Reclamation has discretion.
