Hayden Lake Title Transfer
The Hayden Lake Irrigation District—located seven miles north of Coeur d’Alene, Idaho—requested federal title to relevant facilities and associated structures, including, but not limited to, pipelines, well sites, any associated structures, and the water tower near Hayden Lake. The conveyance would reduce federal administrative costs and increase district operational efficiencies.
On July 13, 2023, Commissioner Camille Calimlim Touton signed the Hayden Lake Irrigation District Title Transfer Agreement, effectively transferring all facilities associated with the water conveyance system for the Hayden Lake Irrigation Unit of the Rathdrum Prairie Project. The title transfer also covers the distribution system located east from Avondale Golf Course, west to Carrington, north from the airport, and south to Prairie Avenue and includes all improvements and appurtenances to the federally owned facilities and lands, including but not limited to buildings, pumps, diversions, control structures, drains, laterals, pipelines, waste ways, wells, ponds, and roads.
The first irrigation efforts for the Rathdrum Prairie Project began in 1889. One of the first irrigation districts was Interstate Irrigation District in 1906. It was later renamed to Hayden Lake Irrigation District.
In 1958, operations and maintenance responsibilities were transferred to HLID, and the district has repaid all relevant construction costs in accordance with its existing construction contracts.
