Scoggins Safety of Dams
Scoping
The Bureau of Reclamation (Reclamation) intends to prepare an environmental impact statement for the Scoggins Dam Safety Modifications project in the Tualatin basin, Oregon. The purpose of the project is to improve public safety by reducing risk associated with severe seismic loadings, while continuing to meet authorized project purposes.
The Scoggins Dam Safety Modifications project Notice of Intent was published in the Federal Register on Jan. 25, 2024. It provides a brief description of the proposed action, details about the public scoping meetings and instructions for submitting comments on Reclamation’s proposal.
Reclamation invited the public to provide comments for consideration in the development of the EIS for the Scoggins Dam Safety Modifications project. The public scoping period was open from Jan. 25, 2024, to Feb. 26, 2024.
During this period, Reclamation held four public scoping meetings:
- February 8, 2024, 5 p.m. to 6:30 p.m. (PST), Community Auditorium, 1915 Main Street Forest Grove, Oregon 97116.
- February 8, 2024, 6:30 p.m. to 8 p.m. (PST), Community Auditorium, 1915 Main Street Forest Grove, Oregon 97116.
- February 13, 2024, 11 a.m. to 1 p.m., (PST), Virtual (Zoom webinar).
- February 13, 2024, 4 p.m. to 6 p.m., (PST), Virtual (Zoom webinar).
During the public meetings, subject matter experts were available to answer questions about the project. The format of in-person meetings was a combination of open house, presentation and public comment opportunities. The virtual meetings included a presentation, question and answer session, and public comment session. Reclamation presented the same information at all meetings.
