Environmental Documents Available for Proposed Warren Act Contract with the City of Roseville

The Bureau of Reclamation announces the availability of the Draft Environmental Assessment/Initial Study (EA/IS) and the Draft Finding of No Significant Impact/Mitigated Negative Declaration (FONSI/MND) for a proposed Warren Act Contract with the City of Roseville (City).  Reclamation proposes to enter into a long-term (25-year) Warren Act Contract with the City to facilitate conveyance of up to 30,000 acre-feet annually of Placer County Water Agencys Middle Fork Project water rights water through Folsom Reservoir and facilities at Folsom Dam to the City for household and industrial uses within the Citys service area.  The Warren Act of February 21, 1911, authorized the United States to execute contracts for the conveyance and storage of non-Central Valley Project water in Federal facilities when excess capacity exists.

The Proposed Action Area includes areas in which the water would be conveyed, delivered, and used, including: Folsom Reservoir; the Municipal and Industrial water supply intake located within Folsom Dam; the Folsom Pumping Plant and North Fork Pipeline; and the City of Roseville Water Treatment Plant, located at 9595 Barton Road, Granite Bay, Placer County, CA.

Copies of the draft documents are also available for public review at:  the City of Roseville Public Libraries, 225 Taylor Street or 1530 Maidu Drive; the City of Roseville Permit Center, 311 Vernon Street; and the Sacramento Public Library, 828 I Street.

The Draft EA/IS and Draft FONSI/MND are available for a 30-day public review and comment period.  The Final EA/IS and Final FONSI/MND will address any substantive comments received during the comment period.  Written comments are due by close of business on Monday, February 27, 2006, and should be sent to Ms. Elizabeth Ayres, Bureau of Reclamation, Central California Area Office, 7794 Folsom Dam Road, Folsom, CA 95630-1799.
