RECLAMATION AND CO-LEADS ISSUE DRAFT EA/EIR FOR THE TRINITY RIVER BRIDGES PROJECT

The Trinity River Restoration Program has released a Draft Environmental Assessment/Environmental Impact Report (EA/EIR) for the Trinity River Bridges Project (Project) for a 45-day public review and comment period. The document meets the requirements of the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) and fulfills evaluation needs stipulated under Executive Orders 11988 (floodplain management), 11990 (protection of wetlands), and 12898 (environmental justice).
The Federal NEPA lead agencies (Reclamation and the Bureau of Land Management) and the State CEQA lead agency (Trinity County) worked together under guidance by the Trinity River Restoration Program to develop the Draft EA/EIR. The purpose of the Project is to modify or replace, as necessary, the Salt Flat, Bucktail, Poker Bar, and Biggers Road bridges to accommodate possible future operational changes to the Trinity River Division of the Central Valley Project. The replacement/modifications are needed to provide access to the lands served by the bridges while allowing dam operators maximum flexibility in making releases from Lewiston Dam to meet the flow needs of the Trinity River. This project is identified in the Secretary of the Interior's December 19, 2000, Record of Decision as a necessary step towards restoration of the Trinity River's fisheries. The Project will also allow for high efficiency sediment transport to restore cold water fishery beneficial uses and eventually remove the Trinity River from the California Clean Water Act Section 303(d) Impaired Waterbodies List.
The document includes an Executive Summary, the Draft EA/EIR, and Appendices. The public review and comment period ends on Thursday, June 19, 2003.
