Tom Green County Water Control and Improvement District No. 1 Receives Bureau of Reclamation Water Conservation Award

The Tom Green County Water Control and Improvement District No. 1 in San Angelo received a 2003 Commissioner's Water Conservation Award today from the Bureau of Reclamation.

The award was presented at the district's board of directors meeting by Larry Walkoviak, manager of Reclamation's Oklahoma-Texas Area, on behalf of Great Plains Regional Director Maryanne C. Bach.

The award was one of four presented in the 17 western states from Reclamation Commissioner John Keys III. The awards recognize the efforts of Reclamation project water users to incorporate water conservation planning, water measurement, demonstration, and implementation of water conservation plans into their daily operations.

As part of Reclamation's San Angelo Project, the Tom Green Water Control and Improvement District No.1 supplies water to 117 farms for irrigation of about 10,000 acres. The district has been progressive in modernizing its operations, including developing an effective water conservation plan and implementing measures to increase the efficiency of its delivery system.

Implementation of conservation measures included developing a tailwater reuse system, installing pressurized pipelines, implementing a supervisory control and data acquisition (SCADA) system to provide automation of control gates, establishing remote monitoring of system conditions, establishing a computerized water accounting system, conducting a sub-surface drip irrigation demonstration, and installing a weather station at the district office to calculate evapotranspiration to assist farmers in scheduling their irrigation. In implementing these measures, the district has increased its delivery efficiency from 61 percent in 1997 to 91 percent in 2003.
