Reclamation Completes Management Plan for Black Canyon Reservoir

The Bureau of Reclamation completed a Resource Management Plan and Final Environmental Assessment for Black Canyon Reservoir and Montour Wildlife Management Area, located near Emmett, Idaho, about 40 miles northwest of Boise.

The RMP will be Reclamation's blueprint for the future use, management, and development at the reservoir and wildlife management area over the next 15 years.

The purpose of the RMP is to manage natural and cultural resources and facilities, recreation, and access on Reclamation lands around the reservoir and the wildlife management area. The Idaho Department of Fish and Game is Reclamation's non-federal managing partner responsible for managing the wildlife management lands.

The Final EA also includes a finding of no significant impact, indicating that implementing the preferred alternative would not result in significant impacts to the natural and human environment. The preferred alternative emphasizes natural and cultural resource enhancement while maintaining current recreational opportunities.

Examples of some actions include improving habitat quality by eliminating grazing in wetland areas, expansion of the wildlife management area, and implementing a monitoring, assessment, and response program to deal with crowding on the reservoir.

Preparation of the RMP and EA entailed proactive public involvement and coordination efforts, which incorporated input from interested stakeholders, including state, federal, and local agencies; interest groups and organizations; and the general public.

The Final EA is also available for review at the public library in Emmett, as well as at Reclamation's Regional Office in Boise at 1150 North Curtis Road .
