For Release: April 28, 2004

Reclamation and the Cachuma Operation and Maintenance Board (COMB) have released the Final Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for the Lower Santa Ynez Fish Management Plan (FMP) and the Cachuma Project Biological Opinion for Southern Steelhead (BO).

The EIS/EIR addresses various proposed management actions and projects to improve habitat conditions for the endangered southern steelhead and other aquatic species on the Santa Ynez River below Bradbury Dam in northern Santa Barbara County. Management actions in the FMP and BO are designed to improve habitat for the steelhead along the river downstream of Lake Cachuma through flow, habitat, and passage improvements.

The comment period for the Draft EIS/EIR ended on September 30, 2003. The Final EIS/EIR contains responses to all comments received and changes made to the text of the Draft EIS/EIR.

After the Environmental Protection Agency publishes a notice of availability of the Final EIS/EIR and a 30-day waiting period, Reclamation will complete a Record of Decision (ROD). The ROD will state the action that will be implemented and will discuss all factors leading to the decision.

Copies of the Final EIS/EIR for the FMP and BO are available on CD from Reclamation's South-Central California Area Office, or at the COMB office. It is also available on COMB's website at: www.ccrb-comb.org.
