Title Transfer Draft EA Issued For American Falls Reservoir District #2 in Idaho

The Bureau of Reclamation completed a draft environmental assessment for the proposed action to transfer title and responsibility for certain facilities in the Gooding Division of the Minidoka Project to American Falls Reservoir District #2 in southeastern Idaho.

Included in the proposal are related administrative transfers to other governmental entities of three small parcels of land, which are designed to streamline administrative processes. No natural flow water rights, reserved power rights, or storage rights held by the federal government would be transferred under the proposed action.

In compliance with the National Environmental Policy Act, the draft EA evaluates potential effects of the proposed transfer of ownership.

The Draft EA addresses two alternatives, which are the no action alternative and the proposed action of title transfer. For the title transfer to be implemented under the proposed action, Reclamation would have to receive authorization from Congress through corresponding legislation.

The proposed title transfer would be consistent with Reclamation's policy of enabling the transfer of certain Federal irrigation facilities to project beneficiaries who are capable of managing the facilities and where the Federal investment in the facilities has been repaid.

The draft EA will be made available for a 45-day public review and comment period. A copy of the document can be viewed on Reclamation's website at www.usbr.gov/pn. It will also be available for public review at various public libraries.
