Reclamation Releases Environmental Documents for Delta Diablo Proposed Title XVI Program - Recycled Water System Expansion Project

SACRAMENTO, Calif. – The Bureau of Reclamation has prepared a Finding of No Significant Impact and revised Environmental Assessment for the Delta Diablo Proposed Title XVI Program - Recycled Water System Expansion Project. The proposed project is designed to expand and upgrade the existing recycled water system to serve the needs of existing and potential new customers for landscaping, recreation and other uses.

Delta Diablo will install approximately 6,600 linear feet (LF) of new recycled water pipeline; a 0.9 million gallon storage tank, tank flow control valve, tank pad, and other tank-related appurtenances; test and rehabilitate 45,100 LF of two existing pipelines; 15 new customer meters; isolation valves; and a High Purity Water Treatment Facility and other related piping.

Reclamation may provide the lesser of 25 percent or $20 million of the cost to construct the Near-Term proposed Title XVI Program, if and when authorized by Congress, through Section 1604 of the Reclamation Wastewater and Groundwater Study and Facilities Act of 1992 (Title XVI of Public Law 102-575, as amended).

Reclamation and Delta Diablo prepared a joint draft Initial Study/Environmental Assessment (IS/EA) in June 2013 to evaluate the effects of the Proposed Action. Public comments on the draft IS/EA are included in the Final Mitigated Negative Declaration (MND) for the Recycled Water System Expansion Project. There were no substantive comments. Delta Diablo adopted the IS and MND on Nov. 13, 2013. Reclamation made some revisions to the original EA after Delta Diablo adopted it. These revisions have not changed the conclusions to the impact analysis but necessitated preparation of a revised EA.
