Final Environmental Impact Statement Released For Folsom Dam Road Access Restriction

The Bureau of Reclamation has released the Final Environmental Impact Statement (FEIS) for the Folsom Dam Road Access Restriction. Reclamation prepared the environmental document, pursuant to the National Environmental Policy Act, to examine the effects of the road closure on the natural and human environment.

Folsom Dam Road was closed indefinitely for security reasons on February 28, 2003, to preserve and protect the facility and for the public's safety. The closure followed a series of security reviews, including a final review conducted by the Defense Threat Reduction Agency.

Alternatives studied in the FEIS include: permanent restriction of public access; two restricted access alternatives, and a no action alternative that would reopen the road to the level of access in place before the February 2003 closure. On April 12, 2005, Reclamation announced the Preferred Alternative designation changed from permanent closure to the Restricted Access Alternative 2, in the FEIS to reflect an ongoing collaborative process between Reclamation and the City of Folsom.

A final decision, which will be documented in a Record of Decision, cannot be made until at least 30 days after the Notice of Availability is published in the Federal Register and the FEIS is made available to the public.
