Record of Decision for the Water Transfer Program for the San Joaquin River Exchange Contractors Water Authority 2005-2014

The Bureau of Reclamation (Reclamation) and the San Joaquin River Exchange Contractors Water Authority (Exchange Contractors) prepared a Final Environmental Impact Statement/Report (EIS/EIR) dated December 2004. The final EIS/EIR evaluates the transfer of up to 130,000 acre-feet annually of water (maximum of 80,000 acre-feet of developed water and a maximum of 50,000 acre-feet from land fallowing/crop idling) from the Exchange Contractors to other Central Valley Project (CVP) contractors.
The water will be made available for transfer and/or exchange to either the refuges, CVP contractors for municipal/industrial and/or agricultural areas, Reclamation or the California Department of Water Resources for use by the Environmental Water Account in the CVP Delta export service area, or to some combination of these users. The March 2005 Record of Decision (ROD) documents the decision to implement the preferred alternative.

A 45-day public review and comment period for the Draft EIS ended on August 2, 2004, and the Final EIS was made available on December 17, 2004.
