Public Notice – Pelican Point Road Improvement Project

The Federal Highway Administration Central Federal Lands Highway Division (FHWA-CFLHD), in cooperation with the U.S. Bureau of Reclamation is proposing to construct a new secondary access road and improve the South 40 Loop Road. The existing roadway entrance to Pelican Point Campground, at the north end of the property, is below the Jamestown Reservoir flood elevation. During flood events, the recreation area is not accessible resulting in lost tourism revenue to Stutsman County and the surrounding community. The improvements include adding a new entrance to the campground at the south end of the property that will not flood during high water.
The road improvements will address defined access, mobility, safety, operational, capacity, and system continuity issues caused by substandard design, long term deterioration and damage caused by periodic flooding. The project generally consists of construction a new secondary access road and improving the South 40 Loop Road on U.S. Bureau of Reclamation land. The project does not include, but is associated with a future campground addition, parking facility enhancements, and concession area improvements. The new access road will improve access to the campground and include roads connecting into the existing campground loop for improved traffic circulation. The new access road will allow access during high water events. Approximately 900 feet of road with a 24-foot cross section will be constructed. The cross section will provide two 12 foot lanes.
The final design process, environmental review under the National Environmental Policy Act (NEPA), and associated environmental compliance processes for the proposed improvements are underway. A Categorical Exclusion is being prepared to address NEPA requirements. The design, NEPA, and environmental clearance processes are scheduled for completion in July of 2014. Construction is expected to begin as soon as August 1, 2014.
