Sheryl Franklin Selected as Area Manager for Reclamation’s Klamath Basin Area Office

SACRAMENTO, Calif. – The Bureau of Reclamation’s Mid-Pacific Region announces the selection of Sheryl Franklin as the Area Manager for the Klamath Basin Area Office located in Klamath Falls, Oregon. Franklin is scheduled to begin her new job in mid-May.

David G. Murillo, the Regional Director for the Mid-Pacific Region, stated: “As the leader of the Klamath Basin Area Office, Sheryl Franklin will draw upon her extensive experience managing the operations of major reservoirs and field offices involved in supplying water for people, businesses and farming.”

As Area Manager, Franklin will direct and oversee program activities for the Klamath Project, which provides irrigation water for about 240,000 acres as well as water for the Klamath National Wildlife Refuges.

Franklin previously worked for the International Boundary and Water Commission, El Paso, Texas, as Chief of the Operations & Maintenance Division. In that position, she managed ten field offices along the Texas-Mexico border, implementing bi-national treaty requirements to better manage international rivers – including the Rio Grande, Colorado and Tijuana – improve border sanitation, and establish the exact location of the border.

Her experience includes 19 years with the Brazos River Authority, Waco, Texas, managing the operations of 12 major reservoirs supplying water for agriculture, industry and municipalities. She also founded a consulting firm dedicated to water rights training, preparing permit applications and developing appropriate flood and drought responses, including required plans and exercises.

Franklin earned her Bachelors and Masters in civil engineering from the University of Florida, concentrating on hydraulics, hydrology and geotechnical study areas. She also participated in the civil engineering doctoral program at the University of Texas Austin with a focus on improving the management of large watersheds.
