New Special Agent-in-Charge Begins Work at Reclamation

Jeanne ProctorDENVER - The Bureau of Reclamation and Bureau of Land Management have selected Jeanne M. Proctor, Ph.D., to serve as the BLM Special Agent-in-Charge assigned to Reclamation. She will be responsible for all criminal investigation programs and activities within Reclamation and lead liaison activities with other federal, state and local law enforcement. She will also serve as Reclamation’s Senior Advisor on law enforcement issues.

“Jeanne’s 20 years of experience in federal law enforcement, including security management, several special duty assignments and joint task force operations will be a tremendous asset to this office,” said Dave Achterberg, Reclamation’s Director of Security, Safety and Law Enforcement. “We look forward to having her join the team.”

Proctor previously led a 50-person Bureau of Land Management regional law enforcement program throughout Montana, North Dakota, South Dakota, Wyoming, Nebraska, Kansas, Colorado and eastern states. She has also worked a full spectrum of natural resources stewardship criminal and civil investigations.

Prior to joining Interior, Proctor was a supervisory police officer with the Department of Commerce; a security specialist with the Internal Revenue Service, and achieved the rank of Captain while serving in the U. S. Army as a military police officer leading soldiers in peacetime and war.

She has a Ph.D. in education, with emphasis in natural and cultural resource interpretation, curriculum leadership, instruction and design, a Master’s degree in Public Administration with added post-graduate work in regional land-use planning, and a B.A. in Sociology.
