Draft Environmental Documents Released for Town of Yountville Recycled Water Expansion Project

YOUNTVILLE, Calif. – The Bureau of Reclamation and the Town of Yountville have released a Draft Environmental Assessment/Initial Study-Proposed Mitigated Negative Declaration (Draft EA/IS-Proposed MND) for the Town of Yountville Recycled Water Expansion Project (Project). 

Yountville is proposing to meet its National Pollutant Discharge Elimination System Wastewater Treatment Permit requirements and offset river water and groundwater use by expanding the existing recycled water system to accommodate additional recycled water users. The Project would be accomplished in three phases. Phase I would install approximately 7,290 linear feet of new pipeline, new valves and turnouts (inlets) for new recycled water customers. It would also provide for equipment upgrades at the Joint Treatment Plant and Recycled Water Pump Station to distribute tertiary treated recycled water to existing vineyard irrigation ponds east of the Town. Funding has not been secured for construction of Phases II and III. The draft environmental documents analyze Phase 1 only.

Reclamation proposes to provide federal funds to share in the cost of Phase I of the Project through Section 1604 of the Reclamation Wastewater and Groundwater Study and Facilities Act of 1992 (Title XVI of Public Law 102-575, as amended). Section 1604 authorizes federal cost-sharing in water reuse projects up to 50 percent of the total eligible pre-construction planning costs.

Written comments on the draft documents are due by Tuesday, July 24, 2012, and should be sent to Mr. Graham Wadsworth, Public Works Director/Town Engineer, Town of Yountville, 6550 Yount Street, Yountville, CA 94599 or emailed to gwadsworth@yville.com. Responses to the comments will be developed and will be available at the Town Council meeting at 6 p.m. on Tuesday, August 7, 2012, at the Yountville Town Hall, 6550 Yount Street. The public will have an opportunity to review and discuss the comments and responses at the meeting. Following the public discussion, the Town Council will consider adopting the Draft EA/IS-Proposed MND and approving the Project.
