Final Environmental Documents Available for the Poso Creek Regional Water Management Group 25-Year Groundwater Banking, Transfer and Exchange Program

Reclamation today has released for public review a Final Environmental Assessment and Finding of No Significant Impact for the long-term approvals of groundwater banking, water exchanges, and water transfers among members of the Poso Creek Regional Water Management Group.

The members include three Central Valley Project contractors (Delano-Earlimart Irrigation District, Shafter-Wasco Irrigation District, and Kern-Tulare Water District), four non-Central Valley Project contractors (Semitropic Water Storage District, Cawelo Water District, North Kern Water Storage District, and North West Kern Resource Conservation District), and one representative for the 16 disadvantaged communities located within the Poso Creek Region. The Final Environmental Assessment and Finding of No Significant Impact (EA/FONSI) address the potential environmental effects from the approval of a 25-year program for the three Central Valley Project (CVP) contractors in which they would bank CVP water outside of their respective service area boundaries for later return, exchange CVP water with other members of the Poso Creek Regional Water Management Group (RWMG), and/or transfer of CVP water to other members of the RWMG. The Final EA/FONSI was prepared in accordance with the National Environmental Policy Act and is available at: http://www.usbr.gov/mp/nepa/nepa_project_details.php?Project_ID=8961. A Draft EA/FONSI for the Proposed Action and No Action Alternative was circulated for public review February 23, 2012 through March 23, 2012. Comments were received from Arvin-Edison Water Storage District in a letter dated March 23, 2012 and from Central Delta Water Agency in a letter also dated March 23, 2012. These comments and Reclamation’s responses to those comments are located in Appendix A of the Final EA.
