For Release: January 28, 2005

The Bureau of Reclamation announces the availability of the Draft Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the Article 5 Exchanges to facilitate the initial deliveries of Central Valley Project (CVP) water to eight Cross Valley Contractors. The Cross Valley Contractors' long-term and interim contracts contain the Article 5 provision. The Draft EA examines the environmental resources and conditions within the service areas of potential exchange partners and the impacts, if any, as a result of the Article 5 Exchanges over the next 25 years, from 2005 to 2030. The proposed exchanges would not exceed the Cross Valley Contractors' CVP water supplies of up to 128,300 acre-feet per year of water for agricultural and municipal and industrial purposes.

The Draft EA/FONSI for the Article 5 Exchanges were prepared in accordance with the National Environmental Policy Act and are available for a 30-day public review and comment period. They are available at www.usbr.gov/mp/cvpia/3404c/index.html; click on Draft EA and scroll to Article 5 Exchanges.

Written comments must be received by close of business on February 28, 2005, and should be sent to: Ms. Lynne Silva, Bureau of Reclamation, South-Central California Area Office, 1243 N Street, Fresno, CA 93721.
