Reclamation Seeks Comments on Draft Lease of Power Privilege Requirements

The Bureau of Reclamation is seeking public comment on a draft directive and standard for Lease of Power Privilege at Reclamation facilities. The revised directive and standard will make the process more responsive to project sponsors and more consistent throughout Reclamation, increasing its effectiveness.
The updated requirements provide a common understanding of how the LOPP process is administered and how Reclamation will enhance working relationships with our project partners. To develop this revision Reclamation sought input from throughout the organization, Reclamation project stakeholders and from various industry interests. This revised directive and standard provides clearer guidance and timeframes on LOPP requirements, clearly assign roles and responsibilities within the organization for LOPP development, sets a standard methodology across Reclamation for the LOPP charge and clearly identifies all potential charges for developers.
A LOPP is used when Reclamation chooses to lease its right to develop power at one of its facilities when that power development doesn't interfere with other authorized project purposes. The draft directive and standard is available for detailed review at: www.usbr.gov/recman.
