Reclamation Releases Environmental Documents for Fresno County Winchell Cove Pipeline Project

The Bureau of Reclamation has released a Draft Environmental Assessment and Finding of No Significant Impact for the Winchell Cove Pipeline Project in Fresno County, California. The project would provide more efficient operations, flexibility, and reliability in the delivery of water to the existing users within Fresno County Service Area 34.

In 1988, Reclamation allowed Fresno County to construct and operate a pipeline at Winchell Cove within the Millerton Lake State Recreation Area. The pipeline transports Central Valley Project water to Fresno County Service Area 34 near Friant, California. The county is concerned about the reliability of the existing system and is proposing a new, parallel pipeline. The project would require Reclamation's approval within lands owned by Reclamation.

The Draft Environmental Assessment and Finding of No Significant Impact (Draft EA/FONSI) were prepared in accordance with the National Environmental Policy Act, and are available for public review and comment.
