The federal Water Conservation Challenge Grant would be awarded to Buena Vista Water Storage District, a State Water Project contractor, to construct an underground pipeline between the state's California Aqueduct and the district's West Side Canal. The project would improve water distribution in an area 16 miles west of Bakersfield.
