Reclamation's First ARRA-Funded Title XVI Project in SoCal Completed
Rosemead Recycled Water Pipeline Extension will help save more than 200 million gallons of water

The Bureau of Reclamation (Reclamation) and the Upper San Gabriel Valley Municipal Water District (Upper District) have completed the $3.2 million Rosemead Extension Pipeline Project, the first Title XVI project constructed in southern California using American Recovery and Reinvestment Act of 2009 (ARRA) funds.
The joint venture included $600,000 in ARRA funds Reclamation granted to the District. The Upper District funded the remaining project's balance of $2.6 million with Upper District revenue. The combined funding allowed for installation of 11,500 feet of new pipeline and 26 service connections. The project is expected to save 620 acre-feet of potable water annually, enough to meet the needs of more than 1,200 households.
At peak construction, the pipeline extension project created 9 full-time positions in diverse disciplines ranging from engineers, pipeline construction specialists and environmental scientists to construction management specialists, site inspectors and street sweepers. Wages for these positions complied with both California Prevailing Wage Law and the Davis-Bacon Act.
The pipeline extension helps improve the region's water reliability by transitioning several large potable water irrigation systems to recycled water. Connecting new industrial water users with the existing recycled water system helps increase system's efficiency, lowers costs and decreases the region's reliability on groundwater and imported water. Notable new recycled water customers include the headquarters of the Panda Restaurant Group (a nationwide restaurant chain) and Southern California Edison, as well as the first Wal-Mart in the country to use recycled water for landscape irrigation.
Additional partners in this project include the City of Rosemead, the Sanitation Districts of Los Angeles County, San Gabriel Valley Water Company, Golden State Water Company and Amarillo Mutual Water Company.
Under the American Recovery and Reinvestment Act of 2009, Reclamation received $1 billion in funding to help restore aging infrastructure, repair aging dams, provide drought relief and improve water conservation across its five-region service area in the 17 Western States.
The Upper District provides wholesale water service to 17 cities and 22 retailers in the San Gabriel Valley. Nearly 1 million people live and work in the Upper District's 144 square mile service area. The Upper District delivers approximately 68,000 acre feet (approximately 22 billion gallons) each year of treated, untreated, and recycled water for municipal, industrial and irrigation uses in the San Gabriel Valley.
