The Bureau of Reclamation is seeking public comment on its intent to construct a third hydroelectric generating unit, powerhouse, penstock, and associated facilities at Black Canyon Diversion Dam near Emmett, Idaho.

The proposed facilities will allow more flexibility in operating the existing units, resulting in increased efficiency of the powerplant and maximum use of water flows. The third unit will have the potential to generate 105-million kWh's per year, enough to power about 9,359 homes annually.

If the project moves forward, Bonneville Power Administration will provide funding and an environmental assessment will be prepared. Both agencies seek to develop new power-generating projects and renewable energy resources as directed by Presidential initiatives.

The construction of a third generating unit at the Black Canyon site will allow use of spillway flows to produce clean and renewable hydropower, while maintaining flows for irrigation and salmon augmentation downstream.

In accordance with federal guidelines, including the National Environmental Policy Act, Reclamation will be completing an environmental assessment which will include information and analysis to evaluate the impacts of this proposed action on the human and natural environment.

Please share your comments and concerns on the proposed construction project by sending your written comments to Ms. Gretchen Fitzgerald, Bureau of Reclamation, Snake River Area Office, 230 Collins Road, Boise ID 83702-4520, or email gfitzgerald@usbr.gov by August 30, 2010.
