Reclamation Enacts Recreational Land Use Change at Haystack Reservoir in Oregon

The Bureau of Reclamation today announced a recreational land use change at Haystack Reservoir located about 10 miles south of Madras, Ore., set to take effect on July 18, 2010.

The land use change will shift the reservoir's northwest shore to a day use only recreational area. Federal rules require land managers to give 30 days public notice before changing a land use at federal facilities.

The new designation will apply to lands located between Haystack Reservoir Road and the North Unit irrigation canal, including the North Fishing Pier area. It will be open for daytime recreational use only during the hours of 6 a.m. to 10 p.m. No overnight use or camping in this area will be permitted.

The application of day use only regulations is necessary for the protection and security of Reclamation facilities and its employees, as well as the protection of public health and safety, cultural resources, natural resources, and scenic values.

Joe Lyons, Reclamation's Bend Field Office Manager, said that in past years this area has been subject to acts of vandalism and unlawful activities such as live tree cutting, abandoned fires, and firearms shooting.

"Changing this area to a day use only area is the next step toward furthering a safe and enjoyable recreation experience for all visitors at Haystack Reservoir," he added.

Haystack Reservoir, which borders on Crook, Deschutes, and Jefferson counties, is impounded by Haystack Dam which was constructed in 1957. It is owned by Reclamation and operated by the North Unit Irrigation District which supplies irrigation water to the area.
