Draft EA/FONSI Available for East to West Transfers Between Friant Division and South-of-Delta CVP Contractors

The Bureau of Reclamation has released a Draft Environmental Assessment and Finding of No Significant Impact (EA/FONSI) to analyze the potential environmental impacts associated with approving east to west water transfers between the Friant Division and South-of-Delta Central Valley Project (CVP) contractors.  Up to 57,500 acre-feet of water would be made available by the Fresno Irrigation District, City of Fresno, and the Orange Cove Irrigation District for delivery to the Westlands Water District and the San Luis Water District in the 2010 and 2011 water years.  The transfers would provide additional water to the Westlands Water District and the San Luis Water District to help supplement their other limited sources of water supply.

Since there are no direct conveyance mechanisms in place by which to accomplish direct transfers, each proposed transfer would be facilitated by:  

(1) Exchanges of water through the Kern County Water Agency and/or the Santa Clara Valley Water District or

(2) exchanges of recirculated water that has been recaptured and stored in the San Luis Reservoir as a result of the San Joaquin River Restoration Program's Interim Flows Project.
