Reclamation Releases Draft EA for North Coast County Water District's Water Recycling Project in California

The Bureau of Reclamation released a Draft Environmental Assessment (EA) for the North Coast County Water District's (NCCWD) Water Recycling Project (WRP).  The WRP would provide tertiary treated wastewater from the City of Pacifica's Calera Creek Water Recycling Plant (CCWRP) to irrigation sites within Pacifica, a coastal city located in San Mateo County, California.

Construction would include installing booster pumping facilities, a 400,000 gallon above-ground storage tank, and approximately 17,000 feet of transmission and distribution pipelines for recycled water.  

"The project would replace potable water currently used for irrigating Pacifica's parks and landscapes with recycled water to preserve the potable water supply", said Reclamation, Mid-Pacific Region's Planning Officer Michelle Denning. 

The NCCWD, the lead agency for the California Environmental Quality Act, prepared a Draft Initial Study/Mitigated Negative Declaration in April 2004 and adopted a Final Initial Study/Reponses to Comments in November 2004.  Reclamation would provide Federal funds through the American Recovery and Reinvestment Act and the Reclamation Wastewater and Groundwater Study and Facilities Act of 1992 (Title XVI of Public Law 102-575).  Title XVI authorizes a Federal cost share of up to 25-percent of the total project costs, not to exceed $20 million, for approved water recycling projects.
