Draft EA/FONSI Available for Public Review on Groundwater Banking Proposal at Semitropic

The Bureau of Reclamation announces the availability for public review and comment of the Draft Environmental Assessment/Finding of No Significant Impact (EA/FONSI) for the Poso Creek Limited Liability Company (LLC) Temporary Water Service Contract and Groundwater Banking of Section 215 Water in the Semitropic Water Storage District (Semitropic).

Reclamation proposes to implement a series of 1-year temporary water service contracts through the year 2026 with Poso Creek LLC for up to 15,000 acre-feet of water annually.  Reclamation further proposes to approve the delivery of Section 215 water to Semitropic for banking on behalf of Poso Creek LLC.  (Under Section 215 of the 1982 Reclamation Reform Act, Reclamation may contract for temporary water supplies that result from flood flows or from an unusually large water supply that is not storable, provided the temporary water supplies do not adversely affect other project purposes.)  Delivery of up to 15,000 acre-feet of Section 215 water per year from the Friant Division to Semitropic may be available under these conditions.  Water delivery under the temporary contracts would depend on water availability and would be at Reclamation's discretion.
