Drought Water Bank Final Supplemental EA/FONSI Available for Water Transfer from Participating Tehama-Colusa Canal Authority Member Contractors to Participating San Luis Delta-Mendota Water Authority Member Contractors

The Bureau of Reclamation has released the 2009 Drought Water Bank (DWB) Final Supplemental Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for a water transfer from participating Tehama-Colusa Canal Authority (TCCA) member contractors to participating San Luis Delta-Mendota Water Authority (SLDMWA) contractors.  The Final Supplemental EA and FONSI were developed to meet requirements of the National Environmental Policy Act. 

TCCA contractors were identified as potential buyers in the 2009 DWB EA.  Instead, however, due to unanticipated increases from the initial forecast of 2009 Central Valley Project (CVP) water allocation, participating TCCA contractors determined water is available for transfer.  Reclamation intends to approve the transfer of up to 30,000 acre feet of CVP water in accordance with the Interim Guidelines for the Implementation of Water Transfers under the Central Valley Project Improvement Act, and within the transfer quantities analyzed in the 2009 DWB Final EA.  This will help provide efficient water management and flexibility to support irrigation of existing crops within SLDMWA contractors' existing service areas and help alleviate the impacts of reduced supplies for these contractors.
