For Release: November 18, 2008

The Bureau of Reclamation has released for public review an Environmental Assessment (EA) analyzing the impacts of authorizing the continued conveyance of up to 840 acre-feet per year of treated effluent water through Reclamation's Newlands Project Lower Deep Diagonal (LDD) Drain.  The treated water would flow through the drain from the Naval Air Station Fallon (NAS Fallon) water treatment plant to the Stillwater National Wildlife Refuge (Stillwater NWR).

The LDD Drain is located in the Lahontan Valley in Churchill County near Fallon, Nevada.  NAS Fallon constructed a treatment plant in 1995, and treated effluent has been conveyed in the LDD Drain to Stillwater NWR since that time under permit from the Nevada Department of Environmental Protection.  Treated effluent from NAS Fallon conveyed through the LDD Drain provides a source of wetlands water to assist with restoring and protecting portions of historic wetlands habitat at Stillwater NWR.

Reclamation plans to enter into a Memorandum of Agreement (MOA) with the U.S. Fish and Wildlife Service and the Department of the Navy to define the roles and responsibilities for the use of Federal water diversion, storage, and conveyance facilities to deliver water to Lahontan Valley wetlands.  This MOA and authorization by Reclamation of the conveyance constitute a Federal action requiring environmental analysis under the National Environmental Policy Act (NEPA).

The EA was prepared in accordance with NEPA and may be viewed at http://www.usbr.gov/mp/nepa/nepa_project_details.php?Project_ID=3466.  If you encounter problems accessing the document on line, please contact Ms. Lynnette Wirth at 916-978-5102 or lwirth@mp.usbr.gov.
