Draft EA/FONSI Available for Warren Act Contracts with Westlands Water District and Westlands Water District Distribution District #1

The Bureau of Reclamation has released a Draft Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) to enter into 1-year Warren Act contracts with Westlands Water District (WWD) and Westlands Water District Distribution District #1 (District #1) for Federal conveyance and storage of up to 10,000 acre-feet of non-Central Valley Project water per contract from the Placer County Water Agency (PCWA).  The project is intended to help alleviate a water supply deficit facing the districts in 2008 and anticipated in 2009 as a result of the ongoing California drought.

Under the proposed transfer, during November-December 2008, PCWA would release up to 20,000 acre-feet of water from its French Meadows and Hell Hole Reservoirs into the American River and Reclamation's Folsom Reservoir.  Through the two Warren Act contracts, Reclamation would then release that water from Folsom Reservoir into the lower American River where it would flow into the Sacramento River, through the Bay-Delta, and to the Jones Pumping Plant.  It would then be conveyed through the Delta-Mendota Canal into O'Neill Forebay where it could be diverted for immediate use or stored in San Luis Reservoir for later use by WWD and District #1.
