Presidential Rank Award of Distinguished Executive Awarded to Reclamation's Debbie Lynn Clark

Debbie Lynn Clark of the Bureau of Reclamation has been selected to receive the Presidential Rank Award of Distinguished Executive. The Presidential Rank Award of Distinguished Executive is awarded for "sustained extraordinary accomplishment."

Clark joined Reclamation in June 2008, as the Director of Administration. She came to Reclamation from the U.S. Department of the Interior where she was the Deputy Assistant Secretary Indian Affairs for Management.

"Debbie is a valuable part of Reclamation and Interior and is one of its most knowledgeable and competent business managers," said Reclamation Commissioner Bob Johnson. "I am extremely pleased to see her receive this high level of recognition."

Clark was nominated for her sustained extraordinary achievements during her more than 30 year career in Federal management. Over the past seven years, she led the transformation of Indian Affairs to become acknowledged as the most improved organization within Interior. Under her leadership, Indian Affairs has received seven successive unqualified audit opinions and, for the first time, this year had no material weaknesses.

She came to Interior as the acting Chief Information Officer in 2001. Prior to joining Interior, Clark served as the Director of the Department of Veteran Affairs' Financial Services Center.

She holds a Bachelor of Science in Accounting from California State University, Fresno, a Master of Business Administration from Marymount University, and a Master of Science in Information Systems from George Mason University. She is a Certified Public Accountant, Certified Internal Auditor, Certified Government Financial Manager, and Certified Project Management Professional. She has also received numerous awards including the Presidential Meritorious Rank Award (2004), Secretary of the Interior's Executive Leadership Awards, Silver (2005, 2007), and Gold (2006), the Secretary of the Navy Civilian Career Fellowship Award, and the first ever FERC Chairman's Executive Leadership Award.
