David McCarthy Named Reclamation's Chief of Congressional and Legislative Affairs

Bureau of Reclamation Commissioner John W. Keys III announced today the appointment of David J. McCarthy of Arlington, Va., as Reclamation's Chief of Congressional and Legislative Affairs.

"David brings solid knowledge of legislative and power issues," Keys said. "He has years of experience on Capitol Hill that will greatly facilitate our effectiveness in communicating with Members of Congress."

In 2002 he was Counsel for Homeland Security to Rep. Rob Portman (R-OH) on the House Select Committee on Homeland Security. Before that, he was Assistant General Counsel for Indianapolis Power & Light Co. in Washington, D.C. He maintained a private law practice in the District of Columbia from 1994-95. Prior to that, he served as Counsel on the House Committee on Standards of Official Conduct and worked on electric power issues for Baker & Daniels, a Washington-based trade association. From 1980-88, he worked as a staff member on the House Committee on Appropriations, Subcommittee on Energy and Water Development.

McCarthy has a law degree from George Mason University School of Law (1980) in Virginia, where he was a Carrolls Scholar, and a B.A. from the University of Notre Dame in Indiana, where he was a Hoosier Scholar. He is a member of the District of Columbia and Virginia State Bar Associations.
