A Finding of No Significant Impact (FONSI) has been released for the Supplemental Environmental Assessment/Initial Study (EA/IS) tiering from the March 2007 Folsom Dam Safety and Flood Damage Reduction (DS/FDR) Final Environmental Impact Statement/Environmental Impact Report (EIS/EIR). The FONSI was developed pursuant to the National Environmental Policy Act (NEPA) by the Bureau of Reclamation, lead Federal agency; U.S. Army Corps of Engineers, NEPA Cooperating Agency; Central Valley Flood Protection Board (CVFPB), lead State agency; and Sacramento Area Flood Control Agency, local sponsor. The CVFPB will issue their own decision document pursuant to the California Environmental Quality Act.
Better known as the Joint Federal Project (JFP), now under construction at Folsom Dam and Reservoir, the DS/FDR action includes building a new auxiliary spillway to improve hydrologic control of storm-induced floods as well as dam safety work to address hydrologic (flood), seismic (earthquake), and static (seepage) risks. The project, as described in the May 2007 Safety of Dams and JFP Records of Decision, will not change as a result of the Supplemental EA/IS; rather, the Supplemental EA/IS further describes, clarifies, and analyzes certain effects of project construction actions.
The following activities will be performed: (1) construction of a new contractor access from Auburn-Folsom Road to the staging area at Dike 5; (2) development of a trail detour to maintain trail connectivity between Beal's Point and Mooney Ridge during work at Dikes 4, 5, and 6; and (3) construction of a cofferdam to improve workers' safety while the auxiliary spillway stilling basin is built. Reclamation evaluated the analysis contained in the Supplemental EA/IS and determined that the EA adequately and accurately addresses the environmental issues and impacts of these actions.
