Reclamation Announces the Selection of Three Proposals for New Concession Contracts at Lake Berryessa

The Bureau of Reclamation announces that three companies have been selected as submitting the best concession contract proposals for the seven concession areas located at Lake Berryessa in Napa, California.  The three companies will now work with Reclamation to incorporate the elements of their proposals into concession contracts to be formally awarded at the end of the contract negotiation process.  The companies are:

  • FX10 LLC, the renamed current operator of the Markley Cove concession area, submitted a successful offer to operate Markley Cove Resort, the southernmost concession area and the site closest to the City of Winters.  FX10 LLC is headquartered in Winters, California, and is owned by Mr. and Mrs. John and Linda Frazier.

  • Pleasure Cove Marina LLC, the current operator of the Pleasure Cove concession area, submitted a successful offer to operate Pleasure Cove Marina.  Pleasure Cove Marina LLC, a Forever Resorts Property, is headquartered in Scottsdale, Arizona, and is owned by Mr. Rex Maughan.

  • Pensus Group LLC submitted a successful offer to operate the Steele Park, Spanish Flat, Lake Berryessa Marina, Rancho Monticello, and Putah Creek concession areas under one contract.  The Pensus Group LLC is headquartered in Paradise Valley, Arizona, and is owned by Mr. David Maule-Ffinch.

"We are pleased with the proposals presented by these three companies," said Mr. Michael Finnegan, Acting Regional Director, Mid-Pacific Region. "The proposals will provide Lake Berryessa visitors with improved facilities, enhanced recreational opportunities, and a safe visitor experience at the lake."

Mr. Finnegan added, "Reclamation intends for recreation at Lake Berryessa to continue essentially uninterrupted, other than occasional temporary closures in various locations for developmental activities."  Reclamation anticipates that the new contracts will be signed within the next few months. 

Reclamation released the Prospectus and Request for Proposals on June 7, 2007, with proposals due by November 20, 2007.  A review team of inter-agency Federal concession employees analyzed the proposals based on criteria specified in Reclamation’s Concession Management Guidelines.  The three proposals were selected under the Reclamation guidelines and policy and conform with the tenets of the National Park Service Concession Management Improvement Act of 1998 (Public Law 105-391, Title IV) and 36 CFR 51.  The next step in the process requires Reclamation and the companies to negotiate final details of each concession contract, including operations, maintenance, and development issues.  Information regarding the facilities and services that will be offered to the public will be released at the conclusion of the contract negotiations.

Lake Berryessa, operated by Reclamation’s Central California Area Office as part of the Solano Project, is visited by some 1.5 million people annually.  The concession areas will likely include such public use facilities as launch ramps, marinas, stores, restaurants, hotels, lodges, cabins, RV sites, camping sites, and other recreational opportunities.  Along with the seven concession areas, Reclamation manages a visitor center, water education center, free launch ramps, and several day-use picnic areas, including the popular Oaks Shores and Smittle Creek areas.  Additional information on Lake Berryessa is available at http://www.usbr.gov/mp/ccao/field_offices/lake_berryessa/index.html.
