Supplemental EA/IS Tiering From the Folsom Dam DS/FDR EIS/EIR Released for Public Review and Comment

Available for public review and comment is the Supplemental Environmental Assessment/Initial Study (EA/IS) tiering from the March 2007 Folsom Dam Safety and Flood Damage Reduction (DS/FDR) Final Environmental Impact Statement/Environmental Impact Report (EIS/EIR). This site-specific EA/IS was developed pursuant to the National Environmental Policy Act (NEPA) and California Environmental Quality Act by the Bureau of Reclamation, the lead Federal agency; the U.S. Army Corps of Engineers, NEPA Cooperating Agency; the Central Valley Flood Protection Board, the lead State agency; and the Sacramento Area Flood Control Agency, the local sponsor.
The Joint Federal Project (JFP), now under construction at Folsom Dam and Reservoir, includes building a new auxiliary spillway consisting of an approach channel from Folsom Reservoir, a control structure with six submerged gates, a 2,700-foot concrete-lined chute, and a stilling basin. The new spillway will provide improved hydrologic control of storm-induced floods. Dam safety work will address hydrologic (flood), seismic (earthquake), and static (seepage) risks and will include modifications to the main dam, Right and Left Wing Dams, Mormon Island Auxiliary Dam, and Dikes 4, 5, and 6.
The project as originally described in the May 2007 Safety of Dams and JFP Records of Decision will not change as a result of the Supplemental EA/IS; rather, the Supplemental EA/IS will additionally describe, clarify, and analyze certain effects of project construction actions. The Supplemental EA/IS identifies certain actions that have been analyzed to support a decision to issue a Finding of No Significant Impact/Negative Declaration. The site-specific actions being analyzed are the construction of a new contractor access road from Auburn-Folsom Road to the staging area at Dike 5; development of a trail detour to maintain trail connectivity between Beals Point and Mooney Ridge during work at Dikes 4, 5, and 6; and construction of a cofferdam to improve workers safety while the auxiliary spillway stilling basin is built.
