Finding of No Significant Impact Approved for 25-Year Water Transfer Project for the San Joaquin River Exchange Contractors Water Authority

The Bureau of Reclamation and the San Joaquin River Exchange Contractors Water Authority (Exchange Contractors) have executed a Finding of No Significant Impact (FONSI) under the National Environmental Policy Act for a 25-year ground-water pumping and water transfer project.

The FONSI and an Environmental Assessment (EA) evaluate the transfer of up to 20,000 acre-feet of "substitute water" annually because the Exchange Contractors water supply involves the substitution of Central Valley Project water in lieu of surface-water diversions from the San Joaquin River in most years. The Exchange Contractors will transfer this water to certain other Central Valley Project contractors.

The water would consist of a maximum of 20,000 acre-feet being made available each year by a combination of conservation measures, including temporary land fallowing and ground-water pumping. Reclamation would approve and/or execute short-term and/or long-term temporary water transfers or agreements.
