Reclamation Announces Negotiation Session for Proposed Title Transfer of a Cachuma Project Distribution System

The Bureau of Reclamation and the Goleta Water District (District), pursuant to the Reclamation Act of 1939, will hold a public session to negotiate an agreement for the transfer of a federally owned distribution system. The District has expressed interest in obtaining title to the distribution facilities it has used exclusively and has been operating and maintaining since 1952.

The facilities are part of the Federal Cachuma Project (Project). These facilities are separate and distinct from all other Project facilities and are utilized and have been repaid exclusively by the District. The proposed title transfer would apply only to land and facilities and would not affect the Districts existing water service contract with Santa Barbara County Water Agency or the Federal Government receipts from water deliveries under that contract.

The proposed title transfer would include the following facilities: the distribution system that is approximately 59 miles in length and consists of 2-inch to 25-inch diameter pipelines; end drains; pressure relief valves; air and vacuum valves; regulators; division gates and pump stations; fences and structures appurtenant to the system; and rights-of-way, easements, leases, and other property permitting access to the Federal system.

The negotiation session will be held in Goleta, California, Thursday, March, 15, 2007, 5 - 7 p.m., Goleta Water District, 4699 Hollister Avenue, in the Board Room.
