Reclamation Develops Groundwater Banking Guidelines for Central Valley Project Water

The Bureau of Reclamation announces the location of three workshops designed to elicit public participation in the development of Groundwater Banking Guidelines. The goal for preparing Guidelines is to provide criteria under which districts who receive Central Valley Project (CVP) water under water service or repayment contracts, water rights settlement contracts, or exchange contracts can participate in groundwater banking programs outside their contract service areas.

The use of CVP water for water banking purposes will provide CVP contractors' operational flexibility and will facilitate better management of CVP water supplies for drought planning and water supply reliability. Public meetings will be held in:

Reclamation encourages interested parties to attend one of the workshops. The workshop discussions will cover groundwater banking issues. Reclamations goal is to obtain public input before developing a full set of guidelines to allow groundwater banking of CVP water.

Individuals who are unable to attend the workshops and would still like to comment on the development of Groundwater Banking Guidelines can access comment cards online at: http://www.usbr.gov/mp/waterbanking/docs/written_comments.pdf. Input on Groundwater Banking must be received by close of business on Wednesday, November 22, 2006. Public input is important as Reclamation develops the Groundwater Banking Guidelines. Once comments are gathered, draft guidelines will be developed and posted on the Website for review and comments.
