For Release: October 12, 2006

The Bureau of Reclamation announces the availability of the draft Environmental Assessment (EA) for a proposed long-term (25-year) Warren Act contract with the Sacramento Suburban Water District (SSWD) to facilitate conveyance of up to 29,000 acre-feet annually of Placer County Water Agencys Middle Fork Project water rights water through Folsom Reservoir and facilities at Folsom Dam. The water in the proposed contract would be delivered to the SSWD service area in north-central Sacramento County.

The Warren Act of February 21, 1911, authorizes the United States to execute contracts for the conveyance and storage of non-Central Valley Project water in Federal facilities when excess capacity exists.

The purpose and need of this project is to reduce reliance on ground-water resources within the region by facilitating delivery of a substitute surface water supply, when available. No changes in land use or construction related activities are included as part of this action. The proposed surface water supply would only be an in-lieu replacement of an already existing ground-water supply and not an additional water supply.

The draft contract may be viewed online at http://www.usbr.gov/mp/warren_act/index.html. The draft EA may be viewed online at http://www.usbr.gov/mp/nepa/nepa_project_details.php?Project_ID=279. Copies of the draft documents are also available for public review at the Sacramento Public Library at 828 I Street, the Rio Linda Library at 902 Oak Lane, and the North Highlands-Antelope Library at 4235 Antelope Road.

The draft EA is available for a 30-day public review and comment period. Written comments are due by close of business Monday, November 13, 2006, and should be sent to Mr. Brian Deason, Bureau of Reclamation, Central California Area Office, 7794 Folsom Dam Road, Folsom, CA 95630-1799.
