The Bureau of Reclamation has signed the Record of Decision (ROD) for the Humboldt Project Conveyance. The September 2005 Final Environmental Impact Statement for the Humboldt Project Conveyance evaluates the No Action Alternative and the impacts of the Proposed Action/Preferred Alternative to transfer approximately 83,530 acres of Federal lands associated with the Humboldt Project to the Pershing County Water Conservation District, the State of Nevada, and Pershing and Lander Counties. The ROD documents the decision to implement the provisions of the Preferred Alternative to transfer the Humboldt Project.

The timing for various entities to participate in the title transfer will be contingent upon available funding. As such, transfer of the various components of the Humboldt Project may occur in phases at different times. The ROD incorporates environmental commitments that must be implemented prior to title transfer and these are expected to take a number of years to complete. The two primary environmental commitment actions that must be implemented are compliance with Section 106 of the National Historic Preservation Act and numerous lands and realty actions.
