Long-Term Water Service Contract for Westlands Water District Available for Additional Public Review and Comment

The Bureau of Reclamation and the Westlands Water District (Westlands) have completed negotiations for a long-term water service contract for approximately 1,188,490 acre-feet of Central Valley Project (CVP) water. San Luis Division negotiations were re-opened on January 17, 2006, in Los Banos, California, to address public comments received during the 60-day public review period for the San Luis Division water service contracts. A second negotiation session was held on February 9, 2006, with Westlands in Sacramento, California.

The Westlands contract will contain a provision that will allow Reclamation to conduct a new water needs assessment to determine if the entire amount of water under the new contract can be put to reasonable and beneficial use if a land retirement program is implemented as a means of addressing drainage in the San Luis Unit. If the water needs assessment determines that all of the water under the contract cannot be put to reasonable and beneficial use with Westlands on lands that are not retired, the amount of water under the contract can be reduced by Reclamation.

The contract is available for a 60-day public review and comment period.
