Reclamation Commissioner appoints Rob Manning as director of communications

WASHINGTON – Bureau of Reclamation Commissioner Camille Calimlim Touton announces the selection of Rob Manning as the director of communications and induction into the Senior Executive Service.

As Reclamation’s director of communications, Manning is responsible for developing proactive strategies to integrate Reclamation’s national strategic communications and engagement efforts of four offices, including public affairs, congressional affairs, Freedom of Information Act, and digital/web engagement.

"Rob's wealth of experience and deep understanding of Reclamation’s enduring priorities will further strengthen our communication strategies and foster better understanding and engagement with our external partners, Congress, our workforce, and the American public," said Commissioner Camille Calimlim Touton.

Manning is a veteran communications professional who served as Reclamation’s chief of public affairs since 2020. Prior to joining Reclamation, he was the vice president of communications for the Congressional Medal of Honor Foundation, and served in the U.S. Army for 28 years, retiring in 2019 as a colonel and Pentagon spokesperson.

In response to his appointment, Manning expressed his commitment to advancing Reclamation’s obligation to accuracy and transparency. "I’m deeply honored to assume this new role and remain focused on ensuring broad collaboration and developing impactful communication strategies that prioritize accuracy and foster alignment across Reclamation," Manning remarked.

Manning earned a Bachelor of Art in Political Science from South Carolina State University, a Master of Science in Public Administration (media studies) from Central Michigan University, and a Master of Science in National Security Studies and Resourcing Strategy from the National Defense University (The Eisenhower School). He is a native of Manning, South Carolina.
