Regional Director Wayne Pullan
Wayne G. Pullan is the Bureau of Reclamation’s Upper Colorado Basin Regional Director who has more than 26 years of Reclamation experience. Pullan oversees a variety of water and hydropower projects in Arizona, Colorado, New Mexico, Texas, Utah, and Wyoming.
As Regional Director, Pullan leads 800 Reclamation professionals who manage 82 projects and dams, including 19 hydroelectric powerplants. Those facilities provide water to approximately 5.7 million people living in the region and electricity for almost 6 million power users. Upper Colorado Basin Region reservoirs and surrounding lands also provide world-renowned recreational opportunities and welcome millions of visitors every year.
Pullan has also served as the deputy regional director for the Upper Colorado Region. In that role, he worked on infrastructure rehabilitation, endangered species recovery, Indian water rights settlements, water quality improvement, and municipal and irrigation water supply planning. Pullan’s many years of service include serving as area manager of the Provo Area Office and as program coordinator in the Department of Interior’s Central Utah Project Completion Act Office.
His experience also includes assignments as a Reclamation deputy area manager, assistant area manager, chief of the planning and water resource group, contracts and repayment specialist, and economist. Before joining Reclamation, Pullan worked for the State of California on the Governor’s School-to-Career Transition Initiative as well as the Agricultural Export Program. He began his professional career with the U.S. Department of Agriculture’s Foreign Agricultural Service, where he implemented an agricultural marketing and food aid program in Asia and the Middle East.
Pullan is a Utah native. He holds bachelor’s degrees in economics and Asian studies as well as a master’s degree in agricultural economics with an emphasis in agribusiness management—all from Brigham Young University.
