Karla Smiley
Karla Smiley serves as the Associate Chief Information Officer for the Department of Interior’s Bureau of Reclamation. She has been a member of the Senior Executive Service since 2012 and oversees all aspects of Reclamation’s nearly $166M information management and technology portfolio. As ACIO, she is responsible for the providing enterprise-wide strategic direction for cybersecurity, enterprise architecture, capital planning, service management and records and information management.
Smiley brings to her position a wealth of knowledge and experience from her forty-one years of service in the federal government. Prior to her current position, she served as Reclamation’s Bureau Procurement Chief with responsibility for overseeing Reclamation's acquisition, financial assistance, property, charge card and multi-sector workforce programs. Prior to joining Reclamation in 2004, she had the opportunity to work in a variety of Federal Government positions in both military and civilian agencies in the disciplines of wildland fire, acquisition, information resources, facilities, property, engineering, and transportation.
Smiley is a graduate of the Department of the Interior's Senior Executive Service Career Development Program. She holds a master’s in business administration with a concentration in Contract Management from Florida Institute of Technology. An Illinois native, she additionally holds Bachelor of Arts degrees in both Business Administration and Economics from St. Ambrose University in Davenport, Iowa.
