Barrett attended the University of Denver where he received a Bachelor of Science degree in Civil Engineering in 1954. Barrett's first job in Reclamation was as an engineer in the Office of Design and Construction in Denver in 1956. Reclamation appointed Barrett Director of the Upper Colorado Region, Salt Lake City in 1981. After four years of overseeing the operations of Upper Colorado, Barrett moved to Washington, D.C. to serve as Acting Commissioner. Barrett returned to Salt Lake City as Regional Director after the confirmation of Dale Duvall.
